This batch of connected writ petitions was filed by multiple employees of the Department of Mines and Geology, Government of Rajasthan, challenging disciplinary proceedings initiated against them under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958. The petitioners, who held various designations such as Mining Engineer and Assistant Mining Engineer, sought quashing of charge-sheets (some dating as far back as 2015–2016 and one dated 28.06.2019) arising from the same incident in 1996, along with grant of retiral benefits in cases where petitioners had already superannuated. A coordinate bench had earlier granted an interim stay of proceedings pursuant to the charge-sheet dated 28.06.2019 vide order dated 21.07.2025. The court heard all petitions together given that the issues and the underlying incident were identical, and proceeded to decide them by a common order.
