This is a batch of connected writ petitions filed by multiple employees of the Department of Mines and Geology, Government of Rajasthan, challenging disciplinary proceedings initiated against them under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958. The petitioners, who hold or held various posts such as Mining Engineer, Assistant Mining Engineer, and Mining Executive, challenged charge-sheets (some dating as far back as 2015–2016 and others from 2019) arising from the same incident alleged to have occurred in 1996. They also challenged a joint inquiry order dated 03.06.2025 passed under Rule 18 of the Rules of 1958 and the consequent notice requiring them to participate in the inquiry. A coordinate bench of the Rajasthan High Court had earlier granted an interim stay of the proceedings pursuant to an order dated 21.07.2025. The petitions were heard together and decided by a common order as the issues and the underlying incident were identical across all cases.
