This is a batch of connected writ petitions filed by multiple employees of the Department of Mines and Geology, Government of Rajasthan, challenging disciplinary proceedings initiated against them under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958. The petitioners, who hold or held various positions such as Mining Engineer and Assistant Mining Engineer, challenged charge-sheets (some dating as far back as 2015–2016 and one dated 28.06.2019), orders directing joint inquiry under Rule 18 of the said Rules, and notices requiring them to participate in the inquiry, all arising from the same incident of 1996. A coordinate bench had earlier granted an interim stay of proceedings pursuant to the charge-sheet dated 28.06.2019. The petitions were heard together and decided by a common order by Justice Arun Monga of the Rajasthan High Court at Jodhpur, as the issues and the underlying incident were identical across all petitions.
