This is a batch of connected civil writ petitions filed by multiple employees of the Rajasthan Department of Mines and Geology, challenging disciplinary proceedings initiated against them under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958. The petitioners, who hold or held various posts such as Mining Engineer, Assistant Mining Engineer, and Mining Executive, impugned charge-sheets (some dating as far back as 2015–2016 and others from 2019), an order directing a joint inquiry under Rule 18 of the Rules of 1958, and notices requiring them to participate in that inquiry, all arising from the same underlying incident of 1996. An interim stay of the disciplinary proceedings had already been granted by a coordinate bench of the Rajasthan High Court on 21.07.2025. The court heard all petitions together and proceeded to decide them by a common order, with facts drawn from the lead petition of Kamaleshwar Baregama v. State of Rajasthan & Ors. (S.B. Civil Writ Petition No. 12854/2025).
