A batch of writ petitions was filed by multiple employees of the Department of Mines and Geology, Government of Rajasthan, challenging disciplinary proceedings initiated against them under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958. The petitioners, who held various designations such as Mining Engineer and Assistant Mining Engineer, challenged charge-sheets (some dating as far back as 2015–2016 and one dated 28.06.2019), orders directing joint inquiry under Rule 18 of the Rules of 1958, and notices requiring them to join the inquiry, all arising from the same underlying incident of 1996. An interim stay of further proceedings had been granted by a coordinate bench on 21.07.2025. Since the issues and the source incident were identical across all petitions, the High Court of Rajasthan at Jodhpur heard and decided them together by a common order.
