This is a batch of connected writ petitions filed by multiple employees of the Department of Mines and Geology, Government of Rajasthan, challenging disciplinary proceedings initiated against them under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958. The petitioners, who hold or held positions such as Mining Engineer and Assistant Mining Engineer, challenged charge-sheets (some dating as far back as 2015–2016 and one dated 28.06.2019), an order directing a joint inquiry under Rule 18 of the Rules of 1958, and notices requiring them to participate in the inquiry — all arising from the same underlying incident of 1996. A coordinate bench had earlier granted an interim stay of the proceedings pursuant to the charge-sheet dated 28.06.2019. The court heard all petitions together given the identical issues and common origin of the charge-sheets, and proceeded to decide them by a common order.
