C. Anandane (A1), an Executive Engineer and Superintending Engineer in the Public Works Department, Puducherry, and his son Ashok Anand (A2) were convicted by the Special Judge for Prevention of Corruption Act Cases, Puducherry, for possessing assets disproportionate to known sources of income during the check period 1 January 1997 to 7 January 2006. The CBI (ACB, Chennai) investigated and found disproportionate assets of approximately Rs. 3.75 crore (255.93%) as per the charge sheet, though the Trial Court ultimately assessed the disproportion at Rs. 1,74,36,839 (110.59%), convicting both accused and ordering confiscation of A2's undivided share in school and hostel properties. Both appellants filed criminal appeals before the Madras High Court challenging the conviction, raising grounds including the invalidity of the prosecution sanction, improper clubbing of independent family members' assets, non-consideration of A2's independent income, and the death of A3 (A1's wife) during investigation. The High Court reserved the matter and the judgment text provided covers the background, prosecution case, and appellants' submissions, including a challenge to the sanction order on the ground that the sanctioning authority lacked independent application of mind.
