The Kerala High Court held that the right to access the internet is part of the right to education and the right to privacy under Article 21, and of the freedom of speech and expression under Article 19(1)(a). A college hostel rule restricting students' mobile phone and internet use during study hours was held to be arbitrary and was set aside.
