The State of Andhra Pradesh appealed against an order that set aside disciplinary proceedings against Lambu Ravi Teja, a retired police officer. The court held that the delay in completing the enquiry was not solely attributable to the department and that the reliance on the P.V.Mahadevan case was misplaced. The court also cited the A.Masilamani case, which states that disciplinary proceedings cannot be set aside on the ground of delay in conducting the same.
