The petitioner, Siddamreddy Srinivasulu Reddy, filed a writ petition under Article 226 of the Constitution of India before the Andhra Pradesh High Court at Amaravati, challenging Rowdy Sheet No.60 dated 29.06.2022 opened against him by the Station House Officer, Vinjamur Police Station, SPSR Nellore District, as illegal, arbitrary, and unconstitutional. The petitioner argued that he was not a habitual offender, had been acquitted in one case, had two cases compromised, and had only one pending case (Crime No.20 of 2022) which arose from a civil/family dispute, and that the rowdy sheet was opened without following Standing Order No.601 of the A.P. Police Manual. The court referred to precedents including B. Satyanarayana Reddy v. State of Andhra Pradesh, Puttagunta Pasi v. Commissioner of Police, Vijayawada, and Majid Babu v. Government of A.P., which held that rowdy sheets cannot be opened in a casual or mechanical manner and require material showing habitual commission of offences involving breach of peace. The learned Assistant Government Pleader fairly conceded that the rowdy sheet may be closed rather than the opening proceedings being set aside. The court, finding that the petitioner did not fall within the specified categories under Standing Order No.601 and was not a habitual offender, proceeded to consider closing the rowdy sheet.
