The petitioner, Mandavalli Naga Veera Venkata Somasekhara Vijaya Saradhi, filed a writ petition under Article 226 of the Constitution of India before the Andhra Pradesh High Court at Amaravati, challenging an order dated 29.12.2025 passed by the Joint Collector, Eluru District, which allowed a revision petition filed by the unofficial respondents (Respondents 5 and 6) and directed cancellation of mutation entries standing in the petitioner's name for certain survey numbers in Jangareddigudem and Guravaigudem Villages. The petitioner claimed ownership and possession of the disputed lands based on a registered family settlement deed dated 13.08.1997 and a subsequent registered partition deed dated 22.02.2018, pursuant to which revenue records had been mutated in his and his mother's names. The unofficial respondents contended that the lands originally belonged to their maternal grandfather Mandavalli Somaiah and that they were entitled to mutation of their names in the revenue records. The Tahsildar had earlier rejected the unofficial respondents' mutation request, holding he lacked authority to cancel long-standing mutations, but the Joint Collector reversed this in revision. The High Court was called upon to examine the legality of the Joint Collector's revisional order and the Tahsildar's endorsement, with interim applications also filed seeking stay of mutation and vacation of interim orders.
