This is a batch of over 65 Writ Petitions filed before the Andhra Pradesh High Court at Amaravati by civil contractors and firms against the State of Andhra Pradesh and its Panchayat Raj Engineering Department authorities. The petitioners claimed that they had executed various public works — including construction of roads, culverts, causeways, compound walls, bore wells, and other infrastructure — under contracts awarded by the respondent authorities, primarily in YSR Kadapa District. Despite completing the works and submitting bills, the respondents had not released the pending payment amounts, which ranged from approximately Rs. 5 lakhs to over Rs. 53 lakhs per petitioner. The petitioners sought Writs of Mandamus under Article 226 of the Constitution of India, challenging the non-release of payments as illegal, arbitrary, and violative of Articles 14 and 21 of the Constitution, and prayed for directions to the respondents to release the respective bill amounts. Since all petitions involved the same legal issue, the Court took them up together and disposed of them by a common order.
