This is a batch of over 65 Writ Petitions filed before the Andhra Pradesh High Court at Amaravati by civil contractors and firms against the State of Andhra Pradesh and its Panchayat Raj Engineering Department authorities. The petitioners claimed that they had executed various public works — including construction of roads, culverts, compound walls, bore wells, community halls, and other infrastructure — primarily in YSR Kadapa District, under contracts awarded by the respondent authorities. Despite completing the works and submitting bills, the respondents failed to release the due payments, which the petitioners challenged as illegal, arbitrary, and violative of Articles 14 and 21 of the Constitution of India. The petitioners sought Writs of Mandamus directing the respondents to release the pending bill amounts. Since all petitions involved the same legal issue of non-payment of dues for executed government contract works, the Court heard them together and disposed of them by a Common Order.
